Check line `214` and confirm that `$config['log_threshold']` is set to 1, Example `$config['log_threshold'] = 1;`

If it's not, set it to 1 by changing the 0 to 1

Or

Simply replace content in line `214` with `$config['log_threshold'] = 1;`

I have checked the attachment download is working fine. As your install having the issue, I suggest you check with server admin. I suspect some server module might the reason for such behaviour. There is no error related to your issue but only for language keys.
