can I setup and use this application both on my computer and my hosting server?

No. You can only use it on localhost or live server.

Ok,
Can I delete and transfer this system from hosting to another one (it 'ill be used in the second hosting only)?

Yes, you can backup files and database and move to new server or install on new server as you need.
