Once you have setup the award points in system settings. The system will give points to the customer/user and those points can be used to issue gift cards.

Okay , if one of customer have 100 points , how I creat card with this points , and points will be zero again , and starting over again

There is no restriction for point value. You can add card with any value against any number of points.
