If anyone misuse or violate the purchased license, the marketplace reserver the right to cancel/void the license or block the account and the copyright author to take legal action. Both parties can send the DMCA notices to servers/hosts about the violation to take him down.
Now the control part, we do close one eye but if find serious violation, author and marketplace do take actions accordingly. If you asking for the code, as it's open source so there can't be any legit solution to force the license. It's purchaser duty to abide the license.
