The products will be appended to the order list. It depends on Item Addition settings too. If you use to increase quantity then the item will not move and it will stay on same place just quantity will be increased.

There is no option to change this behaviour unless you modify the item code.

You can modify the themes/default/assets/dev/js/pos.js as you need. The file can be minified with npx gulp libsPosjs.
