Only owners are allowed bulk actions. Admins don’t have permissions. If you need you can add permissions groups and allow bulk actions then assign it to user.

If I create another group with all permissions, that user cannot manage all warehouses from that ID. There is a limitation to that.

I feel “bulk action” permission should be there for admin users to take the product list and other similar tasks from all warehouses.

I made a user group “manager” with all permission checked. Created a user with manager permission with “view all records” and “edit records”, but still manager user cannot see product list from another warehouse. Only he can see products from his warehouse only.

If you assign the user a warehouse then he will be limited to that warehouse only. You should not assign warehouse to the user if you want him to see other warehouse records.
