You can enable overselling in system settings. If there is no stock for the item system will set the -ve stock and on sync it on purchase.

Ok, but what I want is to be able to control the overselling by warehouse. Example that in "Warehouse A" you can sell with oversold but in "Warehouse B" you cannot sell.

I am sorry as there is no such option. You will need to modify the warehouse related methods and view files to add new filed and then use it on sales.
