Is it possible to add delivery charges at the end of the order completion and before payment , if there is an option please tell me or if you have any idea then i have some suggestion that , based on google map you can identify the shop or warehouse location and the customer delivery location once they place the order you can add a calculation of delivery charges per KM , in the setting you can add a colum to put the default delivery charges per KM so i think it will calculate when the customer place the order and can be add with the item purchase cost showing as delivery charges.
