All the files downloaded except admin folder files in the root directory. If I click the go to login button, it will show empty page. 404 error msg

Yes, there is no `admin` directory as it's route that should resolve to app/controllers directory. The base_url should end with / so your base_url should be `http://localhost:8081/esipos/`
You need to check these
1. the `.htacess` file exists in the esipos directory
2. mod_rewrite is enable and is configured to use .htaccess from site directory
3. base_url as mentioned above
We can't check local installation/setup but we can check the live server. You can install it on live server and if you have issues we can help you check.

I will update the PHP - SAnsweredNeed DOM , ZIP Extension
- SAnsweredInstalled all extension and restarted all the services then the same issue occurred, Tried to reinstall it is not allowed .It say installer is locked.

Installer is locked means you have already installed the item if not then you have missed to upload all the files. Please refer to documentation.pdf in your download.
We are not aware or all the web platforms but if you can't manage I can help you check on Monday. You can let me know the access details in private reply and make sure that you system is on on Monday and that you provide all the details like, web platform uses, folder path and database etc.
