First look like the IP is blacklisted.

Second reply, look like you have installed it and installer will be locked after successful install. If you have any issue after install, please post the details. Otherwise if you want to install again, you have upload the files again specially SF null file that determines the installation status.

If installed and having issue, please check the server error logs and let us know the error details. You need to check the MySQL only_full_group_by mode it should be disabled. Rest I can suggestion after error details.

We use CloudFlare and you have to pass the security check to reach the verification server. The first FAQ in help is about this with suggestions.

As I see your site, it is showing 500 Internal Server error. You need to check the error details from your server error logs and let me know so that I can suggest solution.
