I was wrong to update sma version, but I have the site database, I want to restore it by phpMyAdmin, can I do it?

If the backup is from previous version then you can't restore full database but import the contents only. If the same version, then full db restore will be fine. If you restore full backup then you will need to import the changes manually as mentioned in the update instructions step 8.
