You will need to modify the shop controllers in `app/controllers/shop/` the js files is `themes/default/shop/assets/scripts/general.js` that need to be minified to `themes/default/shop/assets/js/scripts.min.js` using `npx gulp cmJs`
There is no option for shipping rates. Only single shipping fee that can be set in shop settings. To add such option, you will need to add your own controller, model, database table and views.

Adding new filed to address could take 30 minutes costing $25.
Shipping by city/state is requested feature and it will be added in future updates.
