1. Is it fresh install or update? You can enable app log by changing the `log_threshold` to 1 in `app./config/config.php` and try again. Lastly check the latest log in `app/logs/`
2. No. There is no option yet to use it with third-party software.
3. I have no idea, your government should have given the details. You can check and hire any local developer to help you comply. I you need anything from our side, you can always come to support portal and ask us.
