So for the multi vendor with subdomains and different database, I have to buy extended version or regular version is enough?

You will need separate expended license for each domain to be used as SaaS/multi-tenant/multi-vendor. Regular license isn only for single installation for one subdomain/clients only.

The tax method null/0 or 1 should work fine. I have no clue what's going on your server, if it's on demo that will be easier to find/fix the issue.

No, there are no APIs in this item. Shop module has few read only end points as mentioned in the documentation.pdf
