Looks like your IP is blacklist on cloudflare. Please check the first FAQ of Errors section in the documentation for suggestions.
You can try to install on different server or locally to test.

The installation service is not free. It will cost you $20 for live server and $40 for localhost.

We don't allow non secure requests to our server. You need to pass cloudflare security check to install.
I don't have any alternative but you do have. You can get refund or can try installing it on different machine.
