Xampp any other platform will be fine as long as you have web server setup that can serve php files.

Please clear browser cache for too many redirect error. The white page means there is something went wrong might be code but mostly the server config. The server requirements are in the documentation.pdf that is included in your download. Please go through them.

Lastly, check your server error logs and let me know the error detail to that I can suggest.
